Purpose of This Document
This document describes the policies under which the Ithaca College Campus-Wide Information Service (CWIS) will be managed.


Purpose of the Ithaca College CWIS
The Ithaca College CWIS will facilitate the dissemination of accurate and timely information about and from Ithaca College to the Internet community, as well as enhance the efficiency and expand the services of campus administrative, academic, and student support programs.


Definitions

CWIS Policy Board:
The group responsible for establishing and enforcing the policies and procedures associated with the use of the CWIS. In addition to the CWIS manager, membership shall include representatives from the following departments:
  • Office of Information Technology
  • Library
  • Office of the Provost
  • Office of Enrollment Planning
  • Office of Human Resources
  • Office of College Relations
  • Office of Student Affairs and Campus Life
  • Faculty Council
  • Student Government
CWIS Working Group:
The group responsible for implementation of CWIS policy at a detail level and for the start-up and maintenance of the CWIS hardware and software. Members of the group assist information providers (IPs) in maintaining their information. They are also responsible for maintaining the menu structure and information on campus-wide pages. This group will include, at a minimum, a representative from the Office of Information Technology (the CWIS manager), a representative from the library, and a representative from college relations. Others will be consulted as needed.

CWIS Manager:
The Office of Information Technology staff member responsible for setting up and maintaining CWIS server hardware and software, backing up server data and developing any software tools to help automate document maintenance processes.

Information Sponsor:
Any Ithaca College department or officially recognized organization wishing to contribute information to the CWIS. The information sponsor must authorize one or more information providers. Sponsors are responsible for establishing internal procedures to ensure that all information provided to the CWIS is accurate, remains current, is appropriate for on-line use, and complies with the policies established by the policy board.

Information Provider:
A current employee or student selected by an information sponsor as the main contact for supplying and maintaining information on the CWIS. IPs must sign an information provider agreement and attend training as specified by the policy board and CWIS working group. IPs will be expected to read their electronic mail on a regular basis and respond promptly to any questions from or problems reported by CWIS users.


Policy on Information Sponsors and Providers


Any Ithaca College department or other officially recognized College organization is a potential information sponsor. An information sponsor must select at least one information provider within the organization to serve as its internal CWIS information coordinator. If an organization selects more than one IP, one of the IPs must be designated as the primary information provider for that organization. Each IP must sign an information provider agreement. A primary IP must have their form approved by both the head of the sponsoring organization and by its vice president, dean, or director. Other IPs may have their forms approved bythe head of their sponsoring organization. Recognized student clubs and organizations may apply to be information sponsors with the approval of the Office of Campus Center and Activities or, in the case of cocurricular activities, with the approval of their academic unit. Accounts for student organizations must be renewed each academic year.

Current Ithaca College students may also apply for individual accounts in order to publish pages that do not directly represent a College department or organization. Individual accounts will be disabled once an individual is no longer a current student of the College.

The Office of Information Technology will provide training sessions for information providers. Although not required, these training sessions are recommended. The CWIS working group will publish additional support documentation as needed.


Policy on Content


The CWIS working group does not exercise editorial control over the material posted on the CWIS. However, the CWIS policy board reserves the right to remove any material from the system. The responsible IP and sponsor will be notified in such an event. Information sponsors and providers are responsible for ensuring that their information complies with the following standards:
  1. Any information placed on the CWIS must be suitable for distribution to both the campus community and, potentially, the rest of the world.

    Some examples of suitable material are:
    • Calendars or announcements of upcoming events
    • Descriptions of services offered
    • Course descriptions and schedules

    Some examples of material that would be considered inappropriate are:
    • Commercial advertisements, endorsements or logos except when used to recognize sponsorship, further the academic mission of the College, or promote a College business service offering
    • Material that is illegal
    • Confidential information

  2. Materials should be checked for accuracy and should be updated regularly.

  3. Copyrighted material may not be posted without permission of the copyright holder.

  4. The CWIS policy board reserves the right to regulate page design to avoid confusion or duplication with official pages.

  5. Every document must contain the following information:
    • The IP's name, organization, and e-mail address
    • The author of the document (if different from the IP)
    • The document's last revision date
    • Any known problems with the information

  6. Every department or other officially recognized College organization's home page must contain:
    • A link to the Ithaca College home page
    • The words "Ithaca College" to help identify the page as part of the overall Ithaca College site

Policy on Information Security
The Ithaca College CWIS is accessible via the global Internet. Private and confidential information should not be posted in this forum unless appropriate security restrictions are enabled.

Reasonable efforts will be made by the CWIS working group to ensure that information is secure from modification or deletion by anyone other than the responsible IP.

Any tools or techniques that might have the potential to cause system security risks, such as Common Gateway Interface (CGI) scripts, may only be used by IPs if developed in conjunction with, or approved by, the CWIS manager. The CWIS policy board reserves the right to prohibit the use of tools and techniques that pose a threat to system security.


Policy on Menu Design


The policy board approves the design of at least the top-level menu (home page). The policy board may specify other campus-wide sub-pages as required.


Policy on Document Management
The CWIS working group will be responsible for establishing links from the IC-CWIS home page or sub-pages to pages supplied by the IPs. The IPs are responsible for ensuring that all links from their own pages are valid and for keeping their information current.

Pages will be periodically scanned for expiration. If a document has not been modified in over one year, the responsible IP will be contacted via e-mail with a notice that his or her document is due for review. Any expired document that has not been reviewed within a month of such notification may be removed from the CWIS.


Policy on Server Management


The CWIS working group reserves the right to disable access to pages that are causing a negative impact on server or network performance. In such an event, the working group will make a reasonable attempt to notify the responsible IP of the situation before disabling access.


In addition, information providers must abide by all other Ithaca College policies and procedures.
