Frank W. Musgrave, professor of economics, recently published "Government as Anti-Poverty Facilitator in the USA: Static Inequality Gap," in the Journal of Education Finance, spring 2009 issue.
He was a participantin the Oxford Round Table held at Harris Manchester College, Oxford, England, where this article was presented.
