Special magistrates are appointed by the commission to conduct hearings over public-sector labor disputes and issue recommendations for resolving the disputes. Professor Whelan is also a member of three other arbitration panels: the American Arbitration Association Labor Panel, the New York State Employment Relations Board Panel of Arbitrators, and the FINRA Roster of Dispute Resolution Neutrals. Michael Whelan, an assistant professor of speech communication and legal studies faculty member, has been appointed by the chair of the Florida Public Employees Relations Commission to a two-year term as special magistrate.
