An interesting rubric from CSU-Chico's Center for Excellence in Learning and Teaching (CELT) for evaluating online instruction along six categories, with criteria for baseline, effective, and exemplary practices.   I think you'll find this quite useful for your online courses.

Blackboard & WebCT have an Exemplary Course Project website.  You can review these award winning courses to see how your colleagues from around the globe are applying effective practices in their online courses.

The Illinois Online Network (ION) website at the University of Illinois is filled with good advice and resources to support online instructors (and students), particularly in the "Pedagogy and Learning" and "Communication" sections.
