How To Support Students in the HEOP Process

Once students have submitted their Common Application and supporting documents to Ithaca College, New York State residents will be reviewed for HEOP eligibility. If academically eligible, they will proceed to the financial eligibility review and are prompted to fill out the HEOP Questionnaire. After submission, students will be directed to their IC Connect portal to review a checklist with further instructions.

What to do after HEOP Questionnaire submission.

After the student has submitted their HEOP Questionnaire, they must visit their IC Connect portal to review additional documents. See below for further instructions on required documents needed to complete financial eligibility review.

While the FAFSA process is delayed this year, students will still need to complete FAFSA to finalize HEOP eligibility. The delay in FAFSA will not hinder the process for HEOP consideration, however it must be completed before they can receive a final decision.

If you submit a tax return without the parent signature, we will be required to reject it until we get a signed return. They can sign printed taxes in pen and you can upload the picture.

  1. Have the parent create an Id.me account (if they do not already have one).
  2. Then use that account to request a tax return transcript for 2022 (click Get Transcript Online). If you get a message stating that this information cannot be found, take a screenshot, and upload that screenshot to your IC Connect portal for this requirement.
    1. When it asks for a reason for the transcript, select income verification.
  3. We need you to upload the 2022 Return Transcript.

  2. Have the parent complete the top portion (name, SSN/tax ID, address used on the taxes for 2022). That’s # 1a through # 3.
  3. For # 6, enter the tax form (usually 1040), and check the box for 6a.
  4. For Year or Period Requested (# 9): enter the last date of each year you need the letter to cover. We recommend including both 2021 and 2022. So, 12/31/2021, and 12/31/2022.
  5. Have the parent (and spouse if married and filed together) sign & date. We recommend making copies to keep on file before you mail this form. Please mail the completed form to this address.

  6. Once the letter arrives (it will come to the address on the 2022 tax return), upload it to your IC Connect Portal to complete this requirement.

Please submit verification of tax nonfiling for your parent(s). We recommend these steps.

  1. Have the parent create an Id.me account (if they do not already have one).

  3. If the system does find taxes, the document that comes up is what we need you to upload.

  1. A letter from Veterans’ Affairs showing 2022 total amount of non-education veterans’ benefits for each member of the household
  2. OR IRS form 1099 for each member of the household

A letter confirming SNAP benefits received. The letter should display the name of the recipient with the year benefits were received. The dollar amount does not need to be shown. If you are unable to receive this letter, an alternative option to submit confirmation is to upload a picture of current EBT card. Date of print and name of recipient must show clearly.

Upload documentation showing total Social Security Income for the household for 2022. Acceptable documentation includes 1099s for all household members who received Social Security Income in 2022 or the Benefit Verification Letter, or budget letter, for 2022 for all household members who received Social Security Income in 2022. Your court documents verifying you are a ward of the state or county

Your legal guardianship documentation

Submit Homelessness documentation: a) signed document on letterhead from your high school or district homeless liaison, (b) the director of an emergency shelter or transitional housing program funded by the U.S. Department of Housing and Urban Development, or (c) the director of a runaway or homeless youth basic center or transitional living program.

A copy of your court documents and documentation of any social services payments (i.e. Office of Children and Family Services) verifying you are/were in foster care
